Mumbai Approves Bike Taxi Services: Ola, Uber, Rapido Get Nod
Bike taxi services are set to make a comeback on Mumbai’s roads after the Maharashtra State Transport Authority (STA) granted provisional licenses to major players. Ola, Uber, and Rapido, represented by their parent companies ANI Technologies Private Limited, Uber India Systems Private Limited, and Roppen Transportation Services Private Limited respectively, have received the green light to operate within the Mumbai Metropolitan Region (MMR).
Conditional Approval and Minimum Fares
The STA’s approval comes with conditions. The companies must apply for permanent licenses within one month, adhering to all stipulations outlined in the Maharashtra Bike Taxi Rules 2025. A minimum fare of Rs 15 for the first 1.5 kilometers has been set, with subsequent charges at Rs 10.27 per kilometer. These fares, approved at an STA meeting chaired by state Transport Secretary Sanjay Sethi on August 18th, will apply statewide.
Fare Structure and Future Reviews
The fare structure mirrors the formula used for autorickshaws and taxis, developed by the Khatua panel. The STA plans to review these fares after a year, ensuring they remain fair and competitive. This move marks a significant development, considering the significantly lower fares compared to traditional taxis and auto-rickshaws โ a minimum of Rs 31 and Rs 26 respectively in the MMR.
Stricter Regulations and Crackdown on Illegal Operations
The approval follows a January 2023 government resolution (GR) prohibiting the use of private two-wheelers for app-based bike taxi services. Despite this ban, several companies continued operations, leading to legal action. The transport department filed FIRs against those operating illegally and employing dynamic pricing models, highlighting the government’s commitment to regulating the sector.
Application Process and Rejected Bid
The transport department received four applications for bike taxi services in the MMR over the past two months. While three received provisional licenses, one application, from Smart-Ride, was rejected for failing to meet the required criteria. This emphasizes the STA’s stringent approach to ensuring compliance and passenger safety.
